Mr. Putin's stance is a far cry from the Trump administration's call for a full 30-day truce to allow the two sides to reach a long-term agreement. Russia's stance will force Mr. Trump to make the difficult choice of whether to proceed with arms shipments to Ukraine.
Though Mr. Putin rejected the cease-fire terms, Mr. Trump said in a post on his social media site that the conversation was "very good and productive." He said that "many elements of the Peace Pact were discussed," and that both Mr. Putin and Mr. Zelensky wanted to see an agreement to end the conflict.
